Born 3 November 1971, in the Republic of Tatarstan.
1992: graduated from Leningrad Higher Military-Political School named after Yuri Andropov in command, tactical and air defense.
1995: graduated from the International Independent University of Environment and Political Science in jurisprudence.
2002: graduated from the Russian Presidential Academy of National Economy and Public Administration in Public and Municipal Administration.
1988 to 1994: served in the Armed Forces.
1994 – 1995:    Lawyer at Health and Production Association, LLP
1995 – 1996:    Lawyer at Vnukovo Social Service Centre
1996 – 2002:    Chief Expert, Head of Legal Review Division, Deputy Director of Legal Administration at the Pension Fund of the Russian Federation (PFR)
2002 – 2011:    Head of Department of Assignment and Payment of Pension at PFR
2011 – 2012:    Vice-Chairman of the Management Board, PFR
By Decree of the Russian Government No. 1278-p, dated 17 July 2012, appointed Deputy Minister of Labour and Social Protection of the Russian Federation.
He has received a pin for outstanding contribution to Social Labour.
Mr. Pudov has a Letter of Appreciation from the Russian Government.
He is a Class 2 Active State Advisor of the Russian Federation.
