In 1994 graduated from the University of Vilnius (faculty of law). Got Ph.D degree in law (MGIMO University, 1997) and economics (Institute for U.S. and Canadian Studies, Russian Academy of Sciences, 1998).
Has been working for the Bank of Russia since 1997. Contributed substantially to the development of the Bank of Russia’s key regulations concerning non-cash payments and of the Federal law On The National Payment System.
At present, holds the position of deputy director of the National payment system department – head of the Division of regulation in the national payment system. Relevant competence covers the development of the national payment system, including existing funds transfer rules, and interaction with associations of payment services market participants within that field.
