Yuri Lyubimov

Secretary of State – Deputy Minister of Justice of the Russian Federation

Born on May 10, 1977.
Graduated from the St. Petersburg State University Department of Law in 1999 and from the European University Centre of Nancy University (France) in 2000.
From 2000 to 2005, he taught and worked at a number of St. Petersburg law firms.
2005 – October 2008: Adviser to the Minister of Economic Development of the Russian Federation.
In October 2008, he was appointed First Deputy Head of the Federal Registration Service and, in March 2009, First Deputy Head of the Federal Service for State Registration, Cadastre and Cartography.
August 2009 to June 30, 2012: Deputy Minister of Justice of the Russian Federation.
By Decree of the President of the Russian Federation No. 924 of June 30, 2012, he was appointed to the position of Secretary of State – Deputy Minister of Justice of the Russian Federation.
He has authored a number of research papers and co-authored a scientific and practical commentary to the Civil Code of the Russian Federation.
Full State Counsellor of Justice of the Russian Federation, First Class.
Has been awarded the Order of Honour.
