Head of the Main Office for Countering Malpractice in the Open Market at the Central Bank of Russia
Valery Lyakh graduated from Moscow State Aviation Technological University and the Financial University under the Government of the Russian Federation.
Since joining the Federal Service for Financial Markets in 2009, Lyakh has worked in market regulation. In 2011, he was appointed head of the Department for Insider Trading and Market Manipulation Suppression.
In 2014, he was appointed to head the newly created Main Office for Countering Malpractice in the Open Market.
His areas of expertise include investigating various malpractices such as insider trading, market manipulation, fictitious value creation, and financial pyramids, as well as regulation of high-frequency trading.
