President, Russian National Association of Securities Market Participants (NAUFOR)
Born May 3, 1972 in Nizhnevartovsk.
Graduated with distinction in 1994 from the Department of Economics and Law of the Ural State Law Academy, specializing in legal studies.
After graduating, he worked for the legal firm Lazarev and Partners as Deputy Director; in 1994–1995, he was an expert on the legal reform project implemented by PriceWaterHouse.
In 1994–1998, as part of a group of expert advisors at PriceWaterHouse and the International Institute for Development of Economic Law, worked on the draft bills “On Joint-Stock Companies”, “On Investment Funds” and “On Limited Liability Companies,” participated in drafting regulations on issue standards, collective investment institutions and information disclosure on the securities market.
From 1998 to 2005, he worked as legal advisor at the Center for the Stock Market Development Foundation where he participated in drafting a large number of bills and amendments to the legislation regulating joint-stock companies and the securities market, including “On Protecting Investors’ Rights and Legitimate Interests on the Securities Market”, “On Self-Regulatory Organizations” and “On Monetary Regulation and Control”; he participated in drafting the amendments to the Civil Code of the Russian Federation pertaining to judicial protection of financial derivatives; he also participated in drafting Tax Code amendments on financial market taxation and multiple regulations of the Federal Securities Market Commission and the Federal Financial Markets Service.
Timofeev led such projects as “The Central Securities Depository and Developing Financial Market Infrastructure” (drafting legislation and work standards for the central securities depository) and “Single Financial Market Regulator” (drafting the legislation on the unified body for regulation and control on the financial market).
In 2001–2004, he was a member of the Expert Council of the Federal Securities Market Commission of Russia and, in 2003–2004, of the expert group on administrative reform (financial market, monetary regulation) under the Government of the Russian Federation.
Since 2005, he has been Chairman of the Board of the Russian National Association of Securities Market Participants (NAUFOR).
Alexey Timofeev is a member of the Public Council of the Ministry for Economic Development of the Russian Federation, the Public Council of the Ministry of Finance of the Russian Federation, the Council at the National Association of Non-State Pension Funds, the Financial Market Council of the NP RTS and the Exchange Council at the Moscow Exchange.
He is married and has two children.
