Anatoly Aksakov was born November 28, 1957 in the village of Ermolaevo Kumertau area Bashkir ASSR. In 1975 he graduated from high school with. Vilino Bakhchsarai area Crimean region. For two years he worked on the production.

Published about one hundred scientific papers on economic and social development of Chuvashia and Russia.

Since 1986, was a teacher of the Chuvash State University, Associate Professor of Economic Theory and the market economy. In 1994-1995. - Member of the State Council of the Chuvash Republic. In 1994-1997. he was Deputy Director of the Institute of Economics, Finance and Law (Cheboksary). In 1995-1997. led Cheboksary branch of the Moscow commercial banks. In 1997-2000. served as deputy chairman of the Cabinet of Ministers - the Minister of Economy of the Republic of Chuvashia.

Since 1999, was elected deputy of the State Duma of the third, fourth, fifth and sixth convocation. Since 2011 until now – deputy of the RF State Duma of the sixth convocation. Prior to April 2015 – Vice Chairman of the Committee for Capital Markets. Since April 2015 – Chairman of the Committee for Economic Policy, Innovative Development and Entrepreneurship. In 2002-2009. was a member of the National Banking Council of the Central Bank of the Russian Federation. Since 2006 he is president of the Association of Regional Banks of Russia.
